An employer that revises a notice files again (3 revisions here), so counting rows counts letters and summing `employees stated` across rows double-counts; dedupe on employer before any jobs claim. THE ARCHIVE IS THREE YEARS DEEP: DEED keeps 2023 forward on the web and nothing earlier, so a year-over-year read is of the window, not of history. EVERY FIELD PAST THE EMPLOYER AND THE DATE IS READ OUT OF THE EMPLOYER'S OWN LETTER by a pattern and is absent where no pattern matched, never guessed: 70 letters name a site address, 41 a date, 40 a headcount (1 of those national, not the site's), and 24 are image scans with no text to read. 26 letters name more than one site and the FIRST is carried; `sites named` says so. `kind` is a word the letter used, not a legal classification.
